There are no flights out of BLI to Canada, but I bet quite a few people would fly out of there to YYZ if the price was right.
I would agree. It takes me about the same amount of time to drive from home to BLI as it does YVR, including the time to cross the border. If I leave from the office (South Surrey) BLI is even closer. Unless you are crossing during holidays or summer weekends the border lineups are usually minimal. I never wait more than 10 minutes at the border and the last time it was about 30 seconds.

I have flown twice this year out of BLI on AS and have saved about $200 per trip than if I had flown out of YVR. In addition, I stayed overnight at the Hampton Inn paid $89 which included parking and shuttle to the airport which is cheaper than the Hampton at YVR which I often stay at. Most of the people on the SEA-BLI AS flights are Canadian.

As an added bonus, I usually have time to drop into Costco and pick up a few bottles of nice wine for half the price than at BC liquor stores. BTW, I usually bring home 3 or 4 bottles and I have yet to pay duty on the extra bottles.
