It's a yaw damper, and they provide stability and minimize dutch roll. They don't take over rudder work for you. Very rarely do you use much rudder in a jet except for takeoff and landing (you don't want the yaw damper on during takeoff and landing since it will apply pressure not allowing you to effectively steer)
