He gave the woman a bag and took a moment to educate her about the rules so she wouldn't have any problems with future travel. What's so bad about that? He doesn't make up these rules. He just enforces them. I guess it just goes to show that your damned if you do and damned if you don't.
The point was that the baggie made the liquid "safe" when placed in the bag, but unsafe out of the bag.
Further, they were "pharmaceutical" items and therefore, allegedly according to TSA regs, did not need to go into the bag in the first place.
