In my experience, I think HKG is more lenient, but then I am Gold travelling on CX.

Out of interest, how heavy was your luggage before you adjusted it?

My impression is also that it is not just the weight of the luggage that affects the check in agents attitude, but the perception of how big it is. I have seen more people standing at checkin arguing with checkin staff with lots of boxes with masking tape, and beaten up luggage, than people with large, neat suitcases.
