I don't know how US air works but your plan would work for AA. I don't know if US Air vouchers waive some of the tax as does AA, and you might not get that back 9 new voucher might not let you waive tax). A voucher is generally treated differently than a dollars off certificate. I think you could ask this question directly to US Air. Let us know what they say.
