So one can't just pluck some workers out of the blue ( or just for the sake of it ) before assessing the seriousness of the intelligence and proof of claims that they are would-be terrorists before crying "wolf" and forbidding them to work.
Anyway, I guess under the Napoleonic law, "guilty until proven innocent"
