I actually had pho for lunch today, at Pho Ca Dao on Mira Mesa. It's so close to the office, though there are of course a jillion other pho places nearby as well.

I like it.. I've been there a dozen times and been satisfied every time. I'm not sure how much better it is than any other place in the city but I've liked it every time. Always good for a quick cheap meal.
