I did and was issued a standard 24 page one instead. The same thing happened to a friend of mine.
Same thing happened to me when I last renewed, in 1999. I even called the hotline (which at the time was a 900-number at $5 a call). They told me to attach a written note to my renewal application, stating that I wanted a 48 page passport. Three weeks later, my curent 24-page passport arrived
