The reason why JL is doing so ? You'd have to read between the lines, they discontiued several flights from FUK/KIX to South Korea (or vice versa) so far, besides they have a plan to decrease the total number of flights(to/from NRT) due to the low frequency. So, code-sharing with KE would be the only option.

Not only developing the partnership with KE. But currently, most of the JL flights within EU market that's been covered by AF code-share or Alitalia. They had been doing its business outside of the alliance and supposed to go its own way but made a u-turn and now heading to joining OW.
