Compensation for flight delay.

Does KLM provide any compensation for flight delays.
Flight KL1701 AMS-MAD left the gate at 9.18 am and returned at 9.25 am with engine trouble. Passengers got of and where told to wait. Finally transfered to another aircraft and left around 12.30 pm. As a result, my daughter missed her connecting flight MAD-AGP.
During the waiting period very little information was given and all they where offered where a few cookies. Is that the normal procedure for KLM.
As NW fliers we are use to at least a service recovery packet being offered.
She had to buy a new ticket on Spanair as she did not make her flight on time.
Is there a way to recover the extra cost from KLM.
