If it is an afternoon flight - CO just does not release any upgrade seats out of DCA in the afternoon. They sell enough A, Z, and Y to fill it up. This the end of the holiday. If it is a 735 with 2 FAMs then only 6 seats to sell or upgrade to. Still could happen - good luck.
