Actually, I know the difference. Every time a seat has been blocked for me (as per this thread) I have been advised that the block will no longer exist if the flight fills up, but it would be among the last to be allocated; that, I guess, is a 'Soft Block'.
Purchasing a seat beside you for more room (as discussed here in a Thread in
the Australian Frequent Flyer Forum:
Paying for Empty Seats) would result in a 'Hard block'.
