I have a couple other blue empties from the UK, Springbourne and Cotswold Spring - both are pale, still and don't match your recollection. The only dark blue sparkling bottle I have is Castellina - Italian. Can't help you.
I think TY NANT is probably the one the poster was trying to remember. This description from a website indicates that it's available in a cobalt blue bottle as well as a clear plastic bottle:
