It would leave a lot more room overhead for coats and shopping bags. I got on late on Friday and the overhead bins were full. Good thing my computer backpack fit under the seat. Folks trying to jam a carryon into the overhead compartment takes the most boarding time.

I really think that's a very broad and draconian idea. Not all rolling carryons are necessarily bin wasters. For example I have a Targus rolling laptop backpack. I insist on rolling bags after too many jogs in MSP (anyone remember when the MSP train ran back and forth empty for a year of testing). Its medium sized and bullet shaped which ensures it fits under my seat every time - even in coach. Your idea would ban my bag for no real reason.
