I don't know if A1 is good or not in Kobe, but it was the best steak I've ever had. It was really fantastic. Better than Prime 112 in SoBe, Capital Grill etc imo. The "beef district" is to the right of Sanomiya station.
Maybe a bit off-topic, but I second this... I have eaten at an A1 in Kobe (and did the same dance with finding one to take CCs!) and it was an excellent steak.
Beware of eating at the Hilton restaurants - I ended up with the most expensive meal of my life there.
