I was in HKG back in April, and only had about two pages left. I made an appointment through the US Consulate website for HKG, and was out of there in 20 minutes. There was no charge for getting pages added.
On the other hand, the US passport agency wanted $60.00 for express service.
So, if you're near a US consulate/embassy, get it done there if they offer that service. At most, it would take a half a day.
