Anyway, PFCs have been in effect since the "Aviation and Capacity Expansion Act of 1990." Originally, they were between $1-$3. Since then, airports have been allowed to apply for a $4.50 charge. A complete list of these by airport can be found at
PFC Approved Locations (PDF file) if anyone is interested. PFCs are used for airport improvement projects. Without them, airports would have even more trouble finishing large projects. These have nothing to do with the airline that collects them, they never really see the money (except to transfer it to the airport).
