The best explanation I can think of, based on the rules of my own household as a child, is that she had brought with her The Good Scissors. The Good Scissors would never be used to violate any laws. Only the regular scissors would be used for that.

By the way, everyone in the lounge is impeccably dressed today, so obviously the MLL dress code thread had its desired effect
