Hawaii residents (many of them) have a pretty relaxed attitude. They appear to not be deadline driven. Ever try to get someone to do any repair work in Hawaii? They say Tuesday, show up Friday, don't have what they need to do the job, leave, come back a week from next Wednesday. Not saying that everybody is like that, everybody isn't, but I really do notice a different attitude every time I come from the mainland to Hawaii, and notice it again when I come back, so I believe that there is a higher percentage with an "island attitude" than on the mainland. As far as I can tell, it doesn't really matter whether someone has lived in Hawaii all their life, or just for a couple of years. You may have had a different experience, though.
