Yes it is valid. Skyteam considers TLV to be a part of Europe. Backtracking within a continent is allowed with Skyteam, but I have heard it is not allowed on some other alliances. I've done these trips before and had very little trouble in booking the itinerary, except for keeping the milage under 39,000. Knowing which eligible carriers fly which routes is very helpful in guiding the agent to an acceptable solution.
