So it looks like JNB-xLHR-NBO-LHR isn't allowed, just something like LHR-NBO-xLHR-JFK

That language has always confused me - dangling modifiers or whatever. "Another continent" = other than Europe or other than Africa? But I expect you're right, meaning NBO is indeed still a dead end, like DAR and MRU. Still, it allows Europe-Africa-Americas, rather than forcing Europe-Africa-Asia/SWP-Americas.
