I think that's basically what you're asked to do if you actually are transiting through the US. From the .pdf:
"If you are transferring to another flight in the U.S. that goes outside the U.S. and your onward flight leaves within 8 hours of your arrival, you need to provide your flight number and destination."
It doesn't say what to do if you're overflying--makes sense to just leave it blank.
