New idea: How about opening a secondary market for selling and trading bin space rights?

CO issues bin space rights electronically to each passenger. Then you trade them on ebay ( actually by rights for certain flights. When you get to the airport you input the rights given or purchased and then your BP has a code for the number of carryones you are allowed for that trip.
