(in which case they really won't be bothering anyone). Cutoff should come the second someone starts to make a nuisance of themselves, not based on raw number of drinks. For some folks that number would be very low and other cases very high. Behavior should be the determining factor.
I would agree that you can drink as much as you would like if you are sitting by the window, so someone doesn't have to climb over your mouth breathing passed out carcass in case of emergency or if you are in the exit row.
