In the US maybe. Far too often I see self occupied passengers blocking the aisle and doing exactly what you mentioned above. I love it even more when thay are talking in the cell phones at the same time.

A problem in Europe is, however, connecting US passengers as their carry on luggage usually don't fit in the overhead compartment - but they need to try at least 10 times before understanding that.
