Everyone is interviewed, and screened, and evaluated. Those who engender suspicion are more intensively screened. Sounds like common sense, if a country is truly serious about aviation security. If the aim is a dog and pony show, then our current system with its emphasis on the front end, on a show for passengers starring passengers, shortchanging the backstage areas (airport personnel, ground crews, lack of federal screening of cargo) is the method.
