Actually, not true assuming you are flying DL and connecting to VS

The final carrier flown by the passenger is always responsible for the passengers bags. All claims must be filed with the final carrier, even if they never got the bag from the first carrier.

That said, I do agree that the call center in India is a NIGHTMARE
