Call me not a company-player, but I used to do DSL support and saw many of times where a customer was provisioned for faster speeds than they were paying for. Sometimes they knew it, sometimes they didnt and I'd comment with a "enjoy".
Now if they started complaining about speeds or whatnot, they got dropped back to what they were paying for.
