Besides, this was a non-zero fare. It had some substantial costs to it (115), published with a specific set of rules to it that seem pretty tight. They probably figured that it wouldnt get huge attention, or probably posted the OW fare as RT. Still seems a little low, but 230+taxes is definitely a rational fare.

Wrong. The agency has a lot to loose. if they havenpt followed propeer procedures laid down by the airline for issueing their tickets, they are liable for the difference. If an agency fails to collect the proper fare, or, say, a change fee, they get a debit memo for the amount owed.
