I disagree that this is a BS interperation. It seems to be a very legitimate interpretation of the terms and conditions. As Socrates posted the T&C clearly state that you must reserve and PAY with Visa.
This is obviously a promotion geared to earn Visa money as well as Marriott. Visa is only paid when charges are processed.
I know from past experience that hotels have allowed you to use BB's on promotions that earn BB's and pay the difference with the Promo card. However, that does not mean that they were right and the clerk in the OP was wrong. They are mearly two different interpretation of the same rules.
Most people do not use the BB's according to their T&C's, so we expect that the T&C's of other promos will be loosely interpreted in the favor of the customer also.
