ATM Question for Continental

My home airport, like Continental's, is IAH. I have a Chase/Continental ATM card. I often use this card to get cash while at IAH. I also always have to pay a $2.00 service charge because the only ATMs in IAH are for Bank of America and Wells Fargo. Since Continental has a deal with Chase, why is it that there are no Chase ATMs in all of IAH? Maybe, this is something outside of Continental's control (though I cannot imagine that it does not have enough pull at IAH to make almost anything happen). But, I wonder if it is possible for Continental to put no service fee ATMs in the President's club as a perk to its frequent flyers. To me this would be a nice benefit provided by Continental with little, if any, expense to the airline.

Does anyone know to whom I should send this suggestion?
