Ok, I contacted Hilton and was advised my 6 digit booking reference was not standard. I contacted the Hotel directly and was told this was due to booking with directly them (as it says to do on the voucher). I also asked for and have received an Email confirmation.

Not quite the $200 yet. The current rates for the room type & night in question vary from NZD245+tax, or ~NZD275. This is a NZD175 or AUD167 difference. I recieve better value by using it in Auckland, the most expensive place available in the HDC programme, than another where the actual saving would be about $40 less. (e.g. Pay $55 instead of $185).
After this and with the other benefits I have no doubt I will recoup my investment well before the year is up.
