If that is the case, then surely being off by 1000 shouldn't nearly be as much of a problem then being off by 1000 at his airport. 1000 is less than a 6% margin of error in the lightest times, and a 2% margin of error at peak times with the numbers you gave.

As that is a pretty decent margin of error, it sounds like the incompetence isn't with the airlines.

If TSA were even remotely efficient, you'd think they'd have statisticians that could have at least figured out the numbers of pax within 3 standard deviations. Heck, there's even software that could figure out solutions like that. They'd at least be able to predict with reasonable accuracy the number of screeners needed.
