Most definitely not! For upgrading, as well as purchase, it's considered Business Class! I'm flying upgraded to BF on a CO flight next week...LAX-HNL, HNL-GUM, and GUM-CNS. And both the LAX-HNL and HNL-GUM are BusinessFirst flights.

On CO, you can get free Elite upgrades on domestic First, but not on intl. BF flights. On BF intl. flights you must upgrade using miles...but it is considered Biz Class for upgrade purposes! And, from what I understand it really is a cut above regular Biz or domestic First, although it does fall short of intl. FC on a 3 class aircraft.
