It's just poor T&C writing by AS and perhaps BofA (though they may not even understand how it works) that this isn't disclosed.

Complimentary Wi-Fi: The Primary Cardholder will receive 2 Alaska Airlines single flight Wi-Fi passes credited each calendar quarter for a total of 8 Wi-Fi passes per year (every 12 months from account open date). All Wi-Fi passes are valid through the end of the quarter in which they are issued.

I will note that the Wifi voucher benefit is no longer (?) listed among the features of the card on these pages:
