I'd give it a 60% chance that OZ will tag your bag through to PEK. OZ is quite generous in interlining across two tickets. Your only limitation would be OZ LAX agent's willingness/ability.
I would give you a 10% chance that CA would do the same in reverse. CA doesn't normally tag bags even across their own flights if they are not on the same ticket. But YMMV.
