No, it isn't. Making money is.

If flying into and out of Dubai is safe, then all flights should be operating.

But we have a half-way house situation where some flights are operating between drone attacks.

It takes just one drone to hit a plane and then what?

"Oh sorry", say Emirates. "We never though a drone fired at the airport would hit a plane".
It goes beyond the EK brand.

The Emirates want to sell themselves as a trading port, a part of the "silk route" so that they have an alternative to an oil based economy that they know will run out sometime in the foreseeable future.

What Iran is doing with their attacks is severely damaging the premise that the Emirates is a safe, friendly place for trade, travel and commercial activity. Reminding the world that terror is just next door will damage/ruin all they have done to promote this change in image of the Gulf, which is why they have supported removing Iran as a potential nuclear power and exporter of terrorism.

Thus the Emirates want to show that "business" will go on despite the "crazy neighbors" , and that the region is resilient just like Israel is in the face of Iran's threats.
