Does it let you choose among the phone numbers in your account profile, or does it only support the one marked as Primary?
That was my partner's device who does not have a passkey. My device had me login today, wouldn't let me login with normal Face ID and then had me sign in with passkey Face ID. I think once you do the Passkey Face ID it keeps you logged in on that device. My partner's number was not saved to account, it is now saved as primary.
