To your question (why can't CX charge IB for lounge access but let FQTV be CX) I
speculated it was a system limitation - an inability to split the FQTS for lounge from FQTV. And it was a CX-specific system limitation as it seems in that point in time, no other OW partner seems to suffer from it (with the exception of Alaska, but, they're a recent oneworld admission so maybe their systems are not set up that way).
But we just had a report that QF in SYD is also enforcing similar rules

So is this a oneworld-wide system limitation that is not being followed up? I still find it difficult to believe other Oneworld members can’t charge each other for lounge visits by “flash card” alone, given how long this practice has been going for (ie, can’t have been a courtesy for that long)
On 6 December 2025 at LHR Terminal 3, I accessed the Cathay F using my Iberia OWE status without any issues. I also visited the Qantas Lounge, where staff confirmed that lounge access was granted based on my Emerald status and that mileage would still be credited to Cathay.
On 14 December 2025 at MAD Terminal 4, I again accessed the lounge without issue, with my Cathay Pacific frequent-flyer number printed on the boarding pass (but change it to IB, no sigle point for Cathay).
