And how does your plan address American/European citizens who are also threats (e.g. the second most recent and serious terrorist attack - OKC)?

One modest, rather non-intrusive proposal would be to pay particular attention to people who have been to certain Mid-east countries that have a track history of supporting Islamic extremism. Travel to and back from such countries is a concrete fact that often correlates with increased risk. This sort of factor would be preferable to SSSS searches of American citizens on domestic flights, and would be much more likely to find someone who is a danger than the current system.
FWIW, rounding up Japanese-Americans and imprisoning them in the American version of concentration camps was horribly wrong.
