Regarding who and what the airlines will pay is a good question.
Your ticket has been changed to a QR ticket, so QR should be responsible. That is amplified by the fact that the bags are to be routed on QR (assuming the PSL agent as correct info). Anyway, the last airline is always assumed to be responsible as per a common agreement among most airlines.

I fly QR a lot. It is a great airline in the skies, but a very bad one to forking out any compensation for such events. Claims just get unanswered except for an acknowledgement mail.
FR24 is wrong, flight and the plane that was scheduled took off on the 17th. Bags are in CPT per LP team since yesterday. Waiting for someone to deliver to me.
