Give your loading attempt a $99 swipe limit. I have done regular VGCs at the CSC and been rejected for amounts greater than that.
Your above experience seems to be echoing that reported by others in regards to rejection for amounts >$99
I had two of the same VGC.
I was able to load Discover with > $99 with one of the VGC.
So, I was thinking I could do the same for the OnePay with the other VGC.
I may give it another try on another day.
