I presume you are attempting VGCs at the CSC. The only VGCs I use at the CSC for the full amount is the Everywhere cards. All others I limit to $99 per numerous DPs on here. I can load all VGCs (so far
) at the cashier but only do single swipes for $200 (because I can get these fee free).
Give your loading attempt a $99 swipe limit. I have done regular VGCs at the CSC and been rejected for amounts greater than that.
Your above experience seems to be echoing that reported by others in regards to rejection for amounts >$99
