Right now I have the Coastal bank account linked up to my HOA payment portal.
I am hoping to load to the OnePay then pull from it from my HOA payment portal when it comes time to pay the monthly HOA fee.

I have never had or used the temp Coastal One card, so I have never tried to load at SCO. My WMSC is very easy to use loading at the cashier or CSC, so there is no need for me. However, since the Coastal One temp card is just that....temp, there doesn't seem to be much play using it for MSing, IMO.
I would recommend that you convert your Coastal One account to the Coastal One Cash account, which opens up all of the benefits of the site, including the enhanced checking and savings account. If you are already using the site to pay your HOA fees, then arrange a DD from a source that Coastal will recognize. If you cannot do it with part of your paycheck, then look to an investment account such as Schwab. for the $500/mo DD. Or plunk in $5000 into the savings account. The rate is very favorable as mentioned previously.
Once you have unlocked the cash account, you don't need to pull anything. Just use the account as a checking account and BP. Your HOA is an excellent payee, IMO as would be anyone who doesn't take credit cards, such as lawn people, handymen, etc. Even low amounts of CC bills (I keep mine under 4 digits) is acceptable to almost all banks.
After account set up, you can add GC deposits to your DD. Just remember that this is WM and the customer owning the account isn't going to be flushing 4 and 5 digit sums of money through it monthly.

That is why I have a real bank checking account for those levels of deposits and spends.
