I ended up doing the 5J 9:50am flight to be safe.
Ofcourse my inbound flight ended up being an hour early and it only took me 40min to get through immigration/security. That includes pausing before going through immigration wondering if I could goto an intl side lounge, then going to the 5J kiosk to get a paper boarding pass. I did check the cost to switch the earlier flight but they wanted something like $100 to switch.
Last month, my partner also had a separate ticket with Cebu Pacific from T3. His inbound flight came early and wanted to take the earlier flight and was told he also had to pay extra.
It is worth noting that Cebu Pacific sometimes sells flights from Manila to Cebu operated by CebGo (DG) which departs from T2. I took this flight last month and it was operated by an ATR twin turboprop.
