Just circling back, with so many empty J seats, I decided to just monitor it (even when the 18th MNL-SFO had PZ>0, surprisingly I never saw the 19th on get PZ>0). Anyways, I actually left on my trip, and I went from 2 to 4 on the list with only 12 seats remaining but I finally got cleared 64hrs out. I checked afterwards and it was still PZ1. I was starting to think about switching to the MNL-SFO flight but luckily it worked out. I've never started an intl trip without both legs cleared. I don't think I want to make a habit of it.
Hopefully this was a fluke for TPE-SFO and the route isnt becoming more difficult to upgrade early on.
