I don't know if BA still does this, but for years their carry-on weight limit was 23kg. And yet I never saw any reports of heavy carry-ons breaking the bins or passengers/crew being injured by heavy bags. Just confirms my view that most airline carry-on weight limits are ridiculously, unnecessarily low.
It is not an issue for smooth or level flight, it is an issue for the locking mechanism for cases of not smooth flight. I have seen carry on falling in case of heavy turbulence, though I can't of course say whether that was caused by over weight or the bin that was not propperly closed.
