If it's closer to $300, then yes I'd say good value. If it's closer to $200, I'd say just ok value for 15k. All my Wyndham redemptions have been higher value than that.
Like you said, Hilo hotels are cheap enough that I don't need to redeem for ok value. Last time stayed near downtown for around $100/night. Basic place, but fine.
