I believe it is no more complicated than some people don't notice in a busy thread, some people don't overly agree with rules and being organised, xome people care but less so than replying when they have someone to contribute. I've been shot down a few times trying to nudge things to thr dedicated thread so no longer bother. The mods set the tone and have the authority and power to do so.
