On a whim I called again and got a very helpful agent who said, again, I was not actually declined, and that in the next few days I will get a letter with a prepaid return envelope, and I will need to mail them a recent pay stub. He said once they get the pay stub to verify my income, based on everything else in my application, I should be approved and good to go.
